Context

The project falls under the Scarborough Redevelopment Scheme planned by the Metropolitan Redevelopment Authority(MRA). The scheme aims to restore the area’s former glory, creating a vibrant hub of activity and new restaurants, cafes, shops and entertainment, with a range of events and activities for families and people of all ages. According the their website, the rejuvenation is backed by $30 million from the State Government and a further $27.4 million from the city of Stirling.

The vision for the project was built a boutique high end exclusive apartment complex consisting of 17 units of various bedroom types over 5 floors, on a 1012sqm (R80) lot. Further it was to achieve a 4 Green Star rating by design. All requirements were met and within the scope of the original Development Permit.

In discussion with the client and builder, we opted for a strategy that would utilize the existing Development Permit conditions and envelop, targeting changes that would not impede the conditions already imposed by the MRA resulting in a savings in both time and cost. Further scrutiny of the engineering consultants preliminary drawings lead to further rationalization and cost saving for the project, whilst still achieving the 4 Green Star rating by design. The overall cost savings in this instance were significant enough to pay for our design service fee on the project.

Description

We were introduced to the Indonesian developer through one of our panel builders. The developer had initial sought to go through a tender process but change strategies once the concept design was done and opted to do a Design and Construct package with the builder.

The first meeting with the clients was to establish a relationship by going through their schematic design, establishing their requirements and briefing them on our capability statement, to ensure they would be comfortable working with us on the project. They had already received a Development Permit with several conditions to be addressed by MRA. This was their first forage into the Western Australian market and we are glad to be chosen to work alongside them to rationalise the current design of the building structure and internal layouts in order to help achieve their set construction budget. We advised them to ensure to provide due recognition to the original design architect and to unsure they had the right to utilize the intellectual property on the current design.

On top of the documentation, we would also be co-ordinating all other consultants input to a legible set of documents as part of our scope of works for the builder. We will be working closely with the ESD team who will be responsible for tracking and targeting the Green Star points for the project.
